Copy an Element without the offset?

If I try to make a copy of any element (using Cmd-C) and make a new copy using Cmd-V it places the new element slightly offset from the original position. This is well and good to make it easy to pick and go places. But when I make a copy of an element in a different Layer I do NOT want to have the position changed in any way. Is there a way to do this?

Sorry this went into the wrong place. This isn’t a bug… it don’t think.
